ITANAGAR, Nov 23: To the delight of the Noctes of Deomali area, the old and badly damaged log drum (Thaam) at Deomali Rangsomhum was replaced by a new log drum on Nov 21 amidst a huge gathering. The new log drum was felled and carved out from a huge tree by the public of Deomali representing all the sections of the people.

DA & BRO inspects bridge site

DAPORIJO, Nov 23: Upper Subansiri district administration team along with the local GREF Commander today inspected the collapsed bridge site for its early restoration.
Deputy Commissioner Komkar Dulom has informed that the administration has constituted an inquiry committee to find out the actual cause of the collapse of the 200 ft long Menga Bridge. Further, police have started investigation in the area to find out the reason behind the incident.
Daporijo BRO commander informed that the temporary arrangement for crossing the river has been surveyed and best possible efforts are on to restore the Bridge at the earliest. Arrangements are being made for a pulley system to immediately transfer the food items at the point, informed BRO officials.

ITANAGAR, Nov 23: The widening of national highway along with construction of cement concrete road in various sectors of capital complex is currently in the process. Even though PWD capital division recently claimed that they are constructing good quality CC road, the situation is quite different at ground level.
Proper procedures are not being followed while carrying out the construction.
“In both road widening work and CC road construction, they are not properly following the curing process. It is a process in which the concrete is protected from loss of moisture and kept within a reasonable temperature range. This process results in concrete with increased strength and decreased permeability. Curing is also a key player in mitigating cracks, which can severely affect durability. This whole process last for almost a month,” shared an expert.
He went on to say that, a hardly contractor is seen watering the CC road as well as cement concrete paved widening of national highway. Adding to it, unskilled labourers have been deployed and low quality cement is being used. Due to this cracks have already developed in various stretches of CC road and in the newly laid paved concrete along national highway. PWD should stop trying to fool people and put pressure on the contractors to ensure quality work. In this advance internet age, they should understand that citizens are well aware and will not easily get fooled.”

NE Commissions discuss Protection of Child Rights
ITANAGAR, Nov 23: Addressing the Regional Round Table Conference of all North East States Commission for Protection of Child Rights at Guwahati, Chairperson of National Commission for Protection of Child Rights (NCPCR), New Delhi Stuti Kacker called for a joint action plan for all NE States including Sikkim to address various challenges being faced by the Commission related to Child Rights and to check the problems in coordination with all the NE States.
Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) highlighted the challenges faced by the Commission in discharging their services effectively and asked for the support of NCPCR to conduct Legal Awareness Programme to educate everyone about the various laws related to children. The Commission emphasized the need of Child Care Institution in every district, need of forensic laboratory, psychologist to deal with minor victim, problems of drug addiction, child marriage, effective implementation of Right to Education (RTE) and various other laws. The APSCPCR also insisted on coordination between the Commission and various other organizations working for the protection of Child Rights.

Jambey winds up Dudunghar tour
Tawang, Nov 23: Lumla MLA and Parliamentary Secretary for RWD Jambey Tashi winded up the annual Dudunghar circle developmental tour on Sunday. The local MLA covered the remote hamlets nestled near Bhutan border and convened developmental meetings and interaction sessions with villagers to get first hand view of their hardships and the grass root problems.

The state government has appointed DDF Consultants Pvt. Ltd, New Delhi to assist the PMC in preparing the city’s SCP.

Lumla runs for peace, progress and unity
TAWANG, Nov 23: Some 945 people hit the road as Lumla MLA and parliamentary secretary for RWD, Jambey Tashi flagged off the Lumla marathon at Mangnam Village on Sunday morning.
With the theme ' Run for peace, progress and unity and also a promo run for the forthcoming Maitree Diwas, a festival to strengthen the civilian and armed forces friendship, slated for January 2016, the marathon was divided into 6 segments.
Ngurup Gyatso, Tashi Yangzom, Pandan Tsering, Dru Pema, Nima Tashi and Tsittim Zangmu secured the first position in the Boy's junior, Girl's junior, Boy's senior, Girl's senior, Men's veterans and Women's veterans events respectively.
Runners trotted 7 KMs to the finish line at Lumla General Ground via Manpat bazaar.
Hundreds of spectators rooted for the participants in the event which was sponsored by the local MLA Jambey Tashi, organized by Yuva Arunachal and 5 Mountain Division(Army).
Felicitating the champions, Jambey committed to make the event a half yearly affair for a healthier Lumla.
Emphasizing on health and hygiene, he expressed happiness over the significant rise of health consciousness among the people.
"Being your representative, I have planned to provide maximum sports facilities in the region. The proposal for an open garden gym, park and a football stadium has been placed and very soon Lumla will be equipped with these infrastructures", he informed to the thunderous applauds of the gathering.

Take up agriculture and horticulture farming: Byaling

DAPORIJO, Nov 23: A four days Vikash Rally cum Horticulture and Agriculture training camp was organised at Nacho and Siyum under Upper Subansiri.
Attending the programme, Minister Home, Power, Horticulture & Agriculture, Tanga Byaling urged the villagers to take up agriculture and horticulture farming as it could be the perennial source of earning.
Byaling informed that Cardamom plantation has got good scope and the govt is trying to bring up cardamom plantation in large scale in the state. Villagers should not waste their time in drinking alcohol and other unwanted activities in the village and everyone should now avail the opportunity given by govt. to promote horticulture and agriculture in the area, he added.
He further appealed the HGBs, Gaonburas and PRI members to extend their cooperation whole heartedly to the villagers.
Attending the programme, former MP Takam Sanjoy appealed the youth to come forward and involve themselves in cardamom cultivation to fight against the unemployment in the society.
Training was imparted to the farmers of both Nacho and Siyum by officers from Horticulture and Agriculture departments. Many farmers actively participated in the training camp.
Byaling also visited nurseries being developed by the departments and private lands for the feasibility of cultivation at Rukrijo under Dumporijo circle and Nacho circle along with officers from the department of agriculture and horticulture.
Pentavelent vaccine at Namsai and Upper Siang
ITANAGAR, Nov 23: The Pentavelent vaccine has been successfully launched in the Namsai District on Nov 21 at CHC Namsai. Deputy Commissioner R K Sharma urged the DMO I/C and the DRCHO to motivate the ASHAs /Anganwadi workers as well as involve PRI leaders in all health programme to ensure full immunization of children.
DMO I/C Namsai Dr. C.L Manchey called on all to remain well prepared for full coverage of all children under the immunization programme. DRCHO, Dr.Pill Dipen also spoke on the occasion.
Pentavalent vaccine was also launched at District Hospital, Yingkiong.
Bading Teng, ZPM inaugurated the formal programme by giving pentavalent liquid drop to a child on the occasion. Teng appealed all the medical officers and health staff not to leave even a single child unvaccinated to make the society free from all forms of diseases.
Teng also appreciated the Upper Siang District Health Society which has scored 3rd rank in the state of Arunachal Pradesh in providing quality services to the public and hoped this tempo of spirit would be continued.
Dr. Radesh Tatan, DMO advised the staff to improve quality service to make Upper Siang a model for the entire state.
Pentavalent vaccine was formally launched in East Siang district Saturday by administering drops of the vaccine to an infant by Deputy Commissioner Isha Khosla at General Hospital, Pasighat.
The Deputy Commissioner gave emphasis on creating public awareness on the newly introduced vaccine. She urged the health department to make the routine immunization successful in the district for which the district administration will extend all necessary help and cooperation.
Khosla said that no child in the district should be left un vaccinated after introduction of the pentavalent vaccine.

Catholic community prays for peace and prosperity of mankind
ITANAGAR, Nov 23: Catholic faithful of the Capital Complex held the annual Eucharistic procession here on Sunday.
Around 7000 people, including a large number of priests, sisters and brothers along with faithful of the parishes of Itanagar, Chimpu, Nyokum Lapang, Naharlagun, Banderdewa and Doimukh led by Rt. Rev. John Thomas, the Bishop of Itanagar participated in the Eucharistic Procession and prayed for communal harmony, peace and prosperity of the State.

Most victims of the UK hate crimes were Muslim girls and women aged from 14 to 45 in traditional Islamic dress. The perpetrators were mainly white males aged from 15 to 35. This report has set alarm bell ringing across the world. ISIS attacked Paris so as to ensure that it generate hate feeling against Muslims. Such attack will lead to increase in the hate crime against Muslims and in return they will turn against the Europe. ISIS wants to take advantage of such situation and motivate Muslim community against West. Therefore people should desist from falling prey to ISIS design. In another worrying news French authorities informed that one of the assailant of Paris attack had arrived using the route followed by the refugees. The assailant had turned up among refugees on Greek Island of Leros on the 3rd of last month, along with another attacker whose photo has been released but remains unidentified. This will further increase hostility against the refugees.

Review Petition and SC
Dear Editor,
Rejecting the review petition regarding the SC verdict granting citizenship to Chakma and Hajong refugees will only prolong the coming chaos.
It is not the granting of citizenship to the refugees which meets our opposition. But the issue regarding their settlement within the territory of Arunachal Pradesh. Now, we all do understand the human factor coming into play and the necessity to bring to an end the plight of fellow humans. But we surely will not accept any decision forced down our throat.
Our state was carved up due to a difference in ethnicity with neighbouring population. Since Independence, generations of our elders have strived to maintain our ethnicity. Inner Line Permit was granted upon us mostly for this one factor alone.
Now, surely by allowing the refugees to be granted land will not do much harm instantly, but this overlapping will definitely bring about the gradual disintegration of the ethnicity which time has given us, affecting its immediate neighbours first, and slowly spreading to the rest of the state.
Leaving aside this ethnicity issue, why couldn't the refugees return to their Chittagong
Hill Tracts? It's not as if the whole of the Chakmas became refugees. In that situation,
this debate would have been totally different. Now, granting land would mean the
refugees choosing to migrate to other parts of the state for better employment and
other factors, so why couldn't the GOI help re-
No organ of the government should have prevalence over the rest in a Democracy. But here we are beginning to understand the very nature the Supreme Court of India. Scrapping the NJAC and terming it as "unconstitutional and void" and bringing into effect the Collegium System is one of the clear examples of the dictatorial nature of this organ. If the NJAC is unconstitutional, the Collegium System isn't flawless as well. Who keeps an eye over the Judges in the Collegium System?
From my point of view, even though politicians were involved, the NJAC seemed a better
solution, even if surviving by a narrow margin. Atleast there would be a counter-
If the verdict of the SC is forced down upon us, without even a general debate or a review, there would seem only one path left; a path, destructive enough to change the very nature of the state.

Compensation and govt land
Dear Editor,
It is learnt that the Holongi area being allotted for Greenfields Airport belongs to Govt of India. The history says the GOI had given the land for settlement of Chakma and Hajong refugees. It is a fact that later refugees were driven out from these land.
Now as per my understanding goes, the land automatically belongs back to the Govt so where does the question of giving compensations to people claiming it?
When did the people claiming compensations acquire these lands in their names?
Who gave them the allotment of Govt land and why is the District Administration in a hurry to collect the lists and relevant documents for early process of compensation?
My appeal is that the status of Reserved Forest land in Karsingsa and govt owned land in Holongi, after the refugees left should be appraised to the centre.
I feel at least the Opposition Party BJP can sound the same to PM Narendra Modi so that the whole approved amount of Rs 1100 crores be purly used for construction of the Greenfield Airport. It seems Compensation alone amounts to about Rs 500 crores. This money can be saved.
Some Advocates can pursue the matter legally.
